European enterprise cloud strategy has fundamentally shifted. Beyond performance and raw scalability, compliance with DORA, Swiss nDSG, and NIS2 has become an existential operational priority.
The compliance reality
Traditional multi-tenant public cloud deployments often struggle with data residency enforcement and audit readiness. DORA demands continuous ICT third-party risk management and operational continuity under disruption. Swiss nDSG requires explicit control over personal data processing locations and encryption keys.
Building sovereign data and cloud logic
To resolve the tension between hyperscale agility and strict compliance, architects need a Zero Trust landing zone on three pillars:
- HYOK encryption. Provider-managed or customer-managed keys still leave jurisdictional access paths open. Hold-Your-Own-Key keeps cryptographic control inside sovereign-boundary HSMs.
- Zero standing privileges via PIM/JIT. Eliminating permanent administrator access reduces the identity attack surface while leaving a complete auditable trace for regulators.
- Immutability and continuous auditing. IaC automation must detect and revert drift immediately, closing compliance audit gaps rather than documenting them after the fact.
Sovereignty is not about avoiding hyperscalers. It is about governance architectures that keep data authority with the estate regardless of the underlying hardware.

Compose the stack that matches this pattern, then open estate intake with the capabilities selected.
